If you played ELK Studios’ original Propaganda back in 2022, you probably remember it being a fairly forgiving game. You got decent playtime, hitting a win on about 28% of your spins. Well, throw that out the window for Propaganda 2.

ELK kept the 6×6 grid, bumped the RTP up to a respectable 96%, and jacked the max win up to 25,000x. But here’s the catch: to pay for that top end, they tanked the hit frequency down to 21%. You’re trading a steady rhythm for a much harsher one, and the entire game relies on one incredibly fragile mechanic.

The Problem with the Multiplier

This game is all about the global multiplier. You need 5 matching symbols touching to get a cluster, which pops and lets new symbols drop in. Every winning symbol adds +1 to your multiplier, and winning clusters leave behind wilds that can merge together.

Sounds fun, right? Here’s the problem: the base symbols pay absolute peanuts.

A cluster of nine top-tier gold helmets barely pays your bet back (1x). The lowest symbols? You need a ridiculous cluster of 36 just to win 20x. Because the base payouts are so terrible, you have to get a long chain-reaction going to make any real money. And since the multiplier resets back to x1 on every single base spin, you are constantly starting from scratch.

I sat down with this for an evening, and man, it was rough. Because of that 21% hit rate, you’re going to stare at a lot of dead screens. Across the first couple dozen rounds I never once saw two paying boards land back to back. My biggest “hits” in the base game were 16x, 8x, and 6x my stake before my balance eventually bled out. It’s a harsh reality check on what high volatility actually feels like.

Features That Act Like Blockers

Adding insult to injury are the feature symbols (Wild Strikes, symbol-transforming Hearts, and Masks you collect for the bonus). In most games, they land and just do their thing. Not here.

They only trigger if a winning cluster happens right next to them. If you don’t get an adjacent win? They just sit there taking up space like dead blockers that wilds can’t even substitute for.

There is a “Love Bomb” meter that can randomly trigger them all at once, but half the time it goes off when the board is empty, firing at nothing. You’re constantly begging for adjacent wins just to unlock the tools you need to keep your spin alive.

The Bonus Buy Menu

If you’re playing somewhere that allows bonus buys, ELK’s usual X-iter menu is here.

  • You can pay a little extra (2.5x or 10x) to boost your chances of triggering the bonus.
  • 25x guarantees a Love Bomb drop.
  • 100x gets you the standard free spins, which is where the game actually gets good, because the multiplier doesn’t reset between spins.
  • 500x gets you the Super Bonus, where all features trigger on every single drop.

The good news? The RTP stays at 96% no matter what you buy, so you aren’t being secretly taxed for taking a shortcut.

The Verdict

Propaganda 2 is a one-trick pony. The entire game is designed to keep you chasing that one huge multiplier-fuelled cascade. But with a deliberately weak paytable and feature symbols that act like annoying blockers half the time, the base game is mostly just a frustrating waiting game.

If you want a cluster game with huge potential but a math model that doesn’t punish you this hard, go play ELK’s older Mystic Orbs or Microgaming’s Mahjong Wilds Link & Merge. But if you’re going to play Propaganda 2, buckle up, it’s going to be a bumpy ride.
